Potential for Change

In a 1956 illustration prepared by the Director of the City of Phoenix Planning Department John W. Beatty entitled “Proposed Plan for Papago Park,” the Arizona State Capitol would have resided just south of McDowell road, anchored by the Desert Botanical Garden Area and the golf course. Today, the capitol would fall just between the Double Butte Loop and Big Butte Loop trails. | Creator: Director of the City of Phoenix Planning Department John W.
